The Irish Data Protection Commissioner has informed Facebook their proposal to integrate all its messaging services: WhatsApp, Instagram and Facebook Messenger in the European Union can "only occur in the EU it is capable of meeting all the requirements of the General Data Protection Regulation (GDPR).
The proposed merger is still in the early planning stages. While the three programs would still operate from individual apps, users would be able to send cross-platform messages connecting the combined two billion users. Previous proposals to share data between Facebook companies have given rise to significant data protection concerns in the EU. Their attempt to merge WhatsApp with Facebook was shot down in the EU due to data protection concerns Facebook's European headquarters are located in Ireland and they are responsible for upholding EU data privacy laws in Ireland.

The Federation of Family History Societies (FFHS)in the United Kingdom has reported that the UK's General Register Office (GRO) will increase the price of birth, marriage and death certificates and of PDF versions effective 16 February 2019. The price will increase from £9.25 to £11.00 and the PDF versions will increase from £6.00 to £7.00. This is for certificates in England and Wales. I was not able to find the price increase listed on the GRO website.
A PDF is not a certificate as they do not have the official crest and signature of issuing authority as would a regular certificate. A PDF will have no "evidential" value, and therefore a paper certified copy [certificate] is required for official purposes, e.g. if applying for a passport, driving license, or where required to give notice of marriage.
