Governing To Stop Publishing
In order for me to report on various items affecting access to records which we as genealogists need, I read many different newsletters, blog posts, Google alerts and more. One of the online newsletters I receive by email is Governing which provides information and stories on US state and locality laws and regulations. Today they announced, like so many other publications, they are “discontinuing operations” this fall after 32 years of publishing. Today’s media environment has changed and more “traditional” types of communication can no longer afford to continue. This is not the first publication to close and sadly it won’t be the last.

(UK) Changes in Registration of Marriage to Become Effective December 2, 2019
Earlier this year, the Civil Partnerships, Marriages and Deaths (Registration etc.) Act passed into law and received Royal Assent in March 2019. This law made provisions for the extension of civil partnerships to same sex couples, to make a provision for a report on registration of pregnancy losses, still births and provides for mother’s names to be included on marriage registers. The law also requires the Registrar General to maintain a register of marriages in England and Wales which is accessible in electronic format
The Faculty Office is the Archbishop of Canterbury who has the power to grant all manner of licenses, etc. and is presided over the Master of the Faculties and its day to day administration is the responsibility of the Registrar. Those functions are now threefold: the issue of Special Marriage Licenses, the regulation of the Notarial profession and the legal work for the awarding by the Archbishop of “Lambeth” Degrees. In that capacity they have posted about the new law and its effective date for the General Registrar Office (GRO) to be ready with the new requirements. Representatives of the Faculty Office and the Legal Offices of the Church of England and Church in Wales have been in discussion with the General Register Office (GRO) about the proposed changes. The GRO has stated the new requirements will be in effect as of December 2 even though the Faculty Office believes there are number of unresolved issues.
The new system replaces Marriage Registers and Marriage Certificates (issued at the time of the wedding) with a Marriage Document prepared by the officiant. What is new, is that the married couple is now responsible for ensuring that the Marriage Document is deposited with the local Register Office within 7 days of the wedding date and the local Superintendent Registrar is then responsible for recording the details and issuing the Marriage Certificate.

You must register (its free) to do so. There are fees attached to purchasing records. At the time of this posting I did not see any information regarding the December 2 changes.
