The U.S. Census Bureau is proposing a change in the information and collection of their American Community Survey (ACS). The proposed changes are published in the Federal Register, November 17, 2017 and may be found at: https://www.gpo.gov/fdsys/pkg/FR-2017-11-17/pdf/2017-24943.pdf.

Several of the proposals are:
·         Self-response mail messaging tests, a respondent burden field test, testing the use of administrative data, Group Quartering (GQ)  testing, and two content tests.  
·         Plans to study methods to increase self-response, the least expensive mode of data collection. Include modifications to the materials, including the mailing type (for example, sending letters versus postcards).
·         They are also considering using administrative data for telephone service, property values, taxes and acreage  and more.
·         Changing the reference year from 12 months to calendar year for total income

The ACS is an ongoing survey which gathers information previously only collected in the long form of the decennial census, which ceased to exist in 2005. In 2010 only a short-form census was used. Information collected contains on: ancestry, education, employment and housing characteristics.  Each year the ACS is sent to 3.5 million people per year.  Annually, the Census Bureau selects a random sample of addresses to be included in the ACS. Each address has a 1 in 480 chance of being selected in a given month (the ACS is sent out monthly to approximately 295,000 addresses). Data are collected by internet, mail, telephone interviews and in-person interviews. About 95 percent of households across all response modes ultimately respond, although some may take multiple attempts and face-to-face visits to complete. 
Canada's next census is in 2021.  Prior to Statistics Canada conducting the census they initiate a consultation program that allows data users and interested parties to share their views on how they use census data an type of information they believe should be available from the census.  Statistics Canada is seeking ideas for new or modified census content and data sources.

The consultation uses an electronic questionnaire, through their website for the general public. This is available from Monday September 11, 2017 through December 8, 2017.

The IAJGS Records Access Alert previously reported on the first three  parts of the Veterans History Project. The Library of Congress has launched its latest "Experiencing War" feature entitle: "Stories Above and Beyond": The Medal of Honor. This includes almost 150 digitized collections of Medal of Honor recipients.

Congress created Veterans History Project  in 2000 to collect, preserve and make accessible the firsthand remembrances of America’s war veterans from WWI through the more recent conflicts in Iraq and Afghanistan.

In 2016 the Missouri Legislature enacted the Adoptee Rights Act. This law became effective on August 28, 2016 with public notification to allow birth parents to file a contact preference.  Beginning January 2, 2018 non-certified original birth certificates will be issued to those adoptees who are at least 18 years of age and born in Missouri.  Only the adoptee or their attorney may obtain a copy of the original birth certificate from the Missouri State Registrar. Those adoptees born before  1941 have access to their original birth certificate as of August 28, 2016.

To obtain the uncertified original birth record, the adoptee must file a written application and provide adequate proof of identification.  The non-certified birth record will have the following statement printed on the record:" For genealogical purposes only- not to be used for establishing identity." There is a non-refundable charge of $15.00 for the  non-certified copy of the original birth certificate. 

Birth parents may request a contact preference form that will accompany the original birth certificate. Birth parents have three options: " I would like to be contacted"," I prefer to be contacted by an intermediary", and "I prefer not to be contacted".  If both birth parents indicate on the contact preference form that they would prefer not to be contacted, a copy of the original birth certificate of the adopted person shall not be released.  However,  if only one birth parent indicates on the contact preference form that he or she would prefer not to be contacted, his or her identifying information will be redacted from a copy of the original birth certificate of the adopted person and the copy of the original birth certificate will be released.

Medical history is very important for adoptees. The law recognizes this in making the provision for a medical history form from the birth parents. If the birth parent prefers they do not want to be contacted, the adoptee will have access to medical history form with birth parent identifying information redacted.

On November 9, 2017 the Supreme Court of Florida ruled that "a decedent does not retroactively lose and can maintain the constitutional right to privacy that may be invoked… including but not limited to medical malpractice cases… Death does not retroactively abolish the constitutional protections for privacy that existed at the moment of death. " While the case, Weaver vs Myers. http://www.floridasupremecourt.org/decisions/2017/sc15-1538.pdf pertains to a medical malpractice case, the issue of privacy rights to deceased individuals is of importance to genealogists.  Genealogists have asserted for many years that the dead do not have privacy rights and therefore, their death certificates, etc. should be made available  without long embargo periods.

It is not known at this time whether this ruling will impact rulings on privacy of the dead in other states.  There are many previous legal rules that state the dead do not have privacy rights.
The recent adoption by the European Union (EU) of an updated General Data Protection Regulation (GDPR)  expressly states the “right to be erased” or “right to be forgotten” does not apply to the dead.
